德国 EPR 注册

在 Amazon.de 销售电子产品、含电池商品或任何带包装的商品，都必须在上架前完成德国 EPR 注册。德国执行欧盟最严格的执法制度——Stiftung EAR、LUCID 包装法以及电池法各自独立运作。亚马逊会对照官方注册数据库核验德国生产者编号——其他国家的 EPR 编号在此不被认可。

在德国您必须注册什么

如果您在 Amazon.de 销售电子产品，至少需要 WEEE（废弃电子电气设备）EPR 与包装 EPR（LUCID / VerpackG）。一旦产品含有电池，便须再加上电池 EPR（BattG）。在德国，EPR 自售出第一件商品起即为强制——不存在任何销量门槛。入驻时，Eldris 会确认哪些流程适用于您的商品目录，并代您在相应的德国注册机关与系统中逐一提交。

经营混合品类的店铺可能同时受多条流程约束——每条流程各有其管理系统、环保贡献费与注册号。下方的价格表列出了每条流程的年度一次性价格。

Stiftung EAR 与破产担保

Stiftung EAR：德国《电气电子设备法》（ElektroG）将欧盟 WEEE 指令转化为国家法律。在任何电气电子设备（EEE）进入德国市场之前，向 Stiftung EAR 注册是强制性的先决条件。Eldris 提交您的注册申请，备案您的设备类别，并向您交付 WEEE-Reg.-Nr.。

破产担保（ElektroG 第 7 条）：德国是欧盟唯一一个要求生产者在注册获批前，先为未来回收成本提供财务担保的国家。对于中小型卖家，Stiftung EAR 的担保系统最具成本效益——Eldris 将其作为 WEEE 注册服务的一部分代为安排。

额外 WEEE 类别：若您的产品在德国跨越多个 WEEE 类别（例如第 5 类小型设备与第 3 类灯具），每增加一个类别都需要单独注册——见价格表中的对应项目。

LUCID 包装法（VerpackG）

LUCID 注册：任何向德国市场投放带包装商品的企业，都必须在 LUCID 包装注册机构（ZSVR）注册，并与一家经批准的双元系统运营商签订合同。这适用于运输包装、销售包装和服务包装。Eldris 完成 LUCID 注册，签订双元系统合同，并管理您的销量申报。

环保贡献费按成本价转付：双元系统的许可费取决于您投放市场的包装材料类型与重量。Eldris 按成本价转付这些费用，不加收任何利润，并提供准确、可供审计的重量与材料映射。

电池注册、授权代表与亚马逊核验

电池法（BattG）：含电池的产品须在 Stiftung EAR 的德国电池注册机构注册。注册涵盖电池类型申报、化学成分分类以及回收计划的加入。Eldris 负责处理这条流程的全部环节。

授权代表：向德国市场投放电气设备、电池或带包装商品的非欧盟生产者，必须指定一名设立于欧盟境内的授权代表。授权代表在法律上负责确保生产者遵守德国 EPR 规则。Eldris 在入驻过程中安排授权代表的指定——德国的 WEEE 与电池项目均已包含这项服务。

亚马逊实时核验：Amazon.de 会自动对照 Stiftung EAR 与 LUCID 数据库核验编号。无效、未确认或已过期的编号将导致相关商品列表立即被暂停。Eldris 提交您的申请，逐一获取注册号，并以可直接上传至 Seller Central 的格式在官方确认后交付给您。

通过 Eldris 进行 德国 EPR 注册，起价 $280，为年度一次性费用。下表中的每个项目每年仅计费一次——无月度账单。

Eldris 的 EPR 注册是按国家收取的年度一次性费用——无月度账单。每个项目每年按一次计费；续期按年计费。主管机关费、行政费及系统费按成本价转付，Eldris 不加收任何利润。

德国 EPR 注册的费用是多少？

在德国，我是否需要 WEEE 授权代表？

需要。根据 ElektroG 第 37 条，设立于欧盟境外的电气设备生产者，必须在向 Stiftung EAR 注册之前指定一名位于德国的授权代表。Eldris 已将这项服务包含在 WEEE 注册费用中。

Stiftung EAR 是什么？
