What does a fulfilment service provider need under PPWR? Producers whose packaging is registered in every member state where it is sold: the Packaging and Packaging Waste Regulation (EU) 2025/40 has made that registration a condition of selling in each member state since 12 August 2026, online platforms verify a producer's registration under Article 45, and a producer not established in a member state appoints an authorised representative there. What does a fulfilment service provider need under PPWR Article 45, in practice?
A fulfilment service provider stores, packs and ships for producers who sell in the EU. Since 12 August 2026 each of those producers must be registered for packaging in every member state where it sells, and the marketplaces it sells through verify that registration under Article 45 of the PPWR. A producer not established in a member state appoints an authorised representative there. The provider's interest is plain: an unregistered producer's offers are removed, and its goods stop moving.

Can the fulfilment provider be the producer's authorised representative?
Only a business established in the member state can hold that role; most providers refer the producer to an authorised representative instead.
In how many countries can Eldris register a producer?
29: the EU member states, Norway and the UK.
Is the Eldris partner programme white label?
No. Eldris is the named Responsible Person or registrant and issues the certificate in its own name; the partner is a referral partner and says so to its clients.
What does the partner code do?
Entered with your own email on any Eldris order page, it prices the order at the partner rate, in pounds, and makes the Responsible Person one yearly payment instead of a monthly plan.
Where are the partner prices?
In the partner price list, sent by email with the partner code when an application is approved. They are not published on the websites.
Which services are at the partner rate?
The EU and UK Responsible Person, the cosmetics lines Eldris performs itself (CPSR, PIF, CPNP) and every EPR registration line. The compliance consultation, the CPSR review and cosmetics variations are at the public price; scheme and authority fees are passed through at cost.
Who pays Eldris?
The partner pays at onboarding, by card or by bank transfer against a GBP invoice; Eldris takes no payment from the partner's clients.
Who does Eldris deal with?
Only the partner. Eldris does not contact the partner's clients; messages reach them through the partner, or through the portal once the partner's team is set up there.
Does the partner need an agreement?
Nothing is required to start. If the partner sends an agreement, Eldris signs it.
When can the partner's team use the Eldris portal?
From 10 clients a month for 2 months, Eldris sets the team up as partner users who see their own clients only.
What happens if a client's SKU count grows mid-year?
The Responsible Person tier is upgraded pro rata for the rest of the year; the next yearly payment is at the new tier.
