Amazon EPR requirements 2026: country-by-country

Amazon verifies per-country EPR registration numbers in every EU marketplace — Germany alone requires LUCID packaging, WEEE and battery registration before electronics can list. From 12 August 2026 the PPWR adds verified packaging EPR registration in every member state of sale.

What each Amazon marketplace verifies

Each Amazon EU marketplace checks the EPR registration numbers of its own country — there is no pan-EU number. Germany verifies three separate registrations; France verifies a UIN per stream; Italy's ERN deadlines run 31 December 2025 to 30–31 March 2026.

The legal basis is EU Regulation 2019/1020, which makes marketplaces responsible for checking producer compliance — and the scale it touches is measurable: Eldris proprietary tracking (The Seller Index dataset) shows 9,579 sell on the EU's four largest marketplaces (EU EPR Seller Compliance Index 2026). Per-market exposure analyses: Germany, France, Italy and Spain. A German number does nothing on Amazon.fr, and a French UIN does nothing in Italy — six marketplaces mean up to eighteen stream-level registrations for a full-footprint electronics seller, which is why the table below carries every register and every price in one place. From 12 August 2026, Article 45 of the PPWR widens the same checking duty to packaging in every member state, so the per-country numbers in this table become the template for the remaining EU markets rather than the whole job.

The verification and enforcement calendar

Amazon has enforced every recent EU producer deadline on or near the day it arrived — and on 18 August 2025, Temu and TikTok Shop enforced the same battery deadline. The next date on this calendar is 12 August 2026.

Read together, the seven dated entries form one repeating shape. The 2022 LUCID waves proved a marketplace would remove live listings over a missing packaging number; France then tied its UIN to auto-enrolment, converting non-compliance into a billed service rather than a free pass. The 2023 German WEEE delistings ran for months and sat alongside fines reaching €100,000, which remains the sharpest national penalty on this table. By 18 August 2025 the model was synchronised across platforms — Amazon, Temu and TikTok Shop all acted on the Battery Regulation date itself, in four markets at once. Italy's ERN deadlines carried the pattern into winter 2025 and spring 2026. Each entry tightened the screw on a different stream; 12 August 2026 is simply the first date on which the verification duty extends to packaging in all 27 member states simultaneously.

What happens if you miss a deadline

Suspension, not a warning. On every dated deadline above, Amazon removed or deactivated non-compliant offers — and German authorities can add fines of up to €100,000.

The pattern across 2022–2025 is entirely consistent: Amazon collects registration numbers ahead of a deadline, then pulls the offers that are missing them once the date arrives. The LUCID waves of 15 June and 1 July 2022 removed packaging-unregistered sellers from Amazon.de; the 2023 WEEE wave delisted electronics sellers through July; and on 18 August 2025 Amazon deactivated non-compliant battery offers in Germany, the Netherlands, Poland and Sweden on deadline day itself. Pay-on-Behalf vs your own registration

Amazon's Pay on Behalf collects eco-contributions on your sales where a marketplace operates it — France auto-enrolled non-compliant sellers from 31 December 2022 — but it does not replace producer registration in your own name.

On a marketplace, the comparison resolves on ownership of the number. Pay on Behalf leaves the registration duty with you while Amazon pays the eco-contributions and invoices you for them — workable as a stopgap in the markets where it operates, but invisible to the verification systems of your other channels and silent on the authorised-representative question entirely. Your own registration reverses each of those terms: the number sits in your name, satisfies the listing-level checks on every marketplace at once, carries the representative where a market requires one, and costs a known annual one-off per country rather than a per-sale levy you do not control. From 12 August 2026: the PPWR raises the bar

The PPWR — Regulation (EU) 2025/40 — applies from 12 August 2026 and extends verified packaging EPR registration to every EU member state, not just the six core marketplaces.

Today Amazon's EPR checks concentrate on Germany, France, Italy, Spain, the Netherlands and Poland. From 12 August 2026, Article 45 of the PPWR obliges every online platform to verify packaging registration in every member state where a producer sells — and non-EU sellers must hold an authorised representative in each of those countries. What is the French UIN and do I need one?

The UIN (Unique Identification Number) is France's per-stream EPR registration number, required for marketplace sellers since 31 December 2022. Sellers without one were auto-enrolled into Amazon's Pay on Behalf programme, which charges eco-fees without giving you your own registration.

What are the Amazon Italy ERN deadlines?

Amazon.it set ERN (Italian EPR registration) deadlines of 31 December 2025 and 30–31 March 2026. Italian WEEE and battery registrations are bundled by Eldris when you need both, which costs less than registering each separately.

Does Amazon Pay-on-Behalf make me EPR compliant?

Will Amazon suspend my listings for missing EPR registration?

Precedent says yes, on the deadline. Amazon blocked LUCID-less sellers in June–July 2022, delisted WEEE-unregistered sellers through 2023, and deactivated non-compliant battery offers in four markets on 18 August 2025 — the day the Battery Regulation deadline arrived.

What changes for Amazon sellers on 12 August 2026?
