Mandatory Registrations for Italy

Most consumer electronics sellers entering the Italian market require three separate registrations: RAEE (WEEE) for the product itself, Battery EPR if the device is powered or contains a cell, and CONAI registration for all shipping and product packaging materials used to reach the Italian consumer.

The CONAI Requirement

The CAC Contribution: Italy's packaging EPR is managed by CONAI. Producers must pay the Contributo Ambientale CONAI (CAC), which is calculated based on the specific material types and weight placed on the market. Rates vary significantly — plastic packaging faces higher rates than paper or cardboard.

RAEE Registration (WEEE)

Italy operates under an 'Open Scope' rule, meaning almost all electrical equipment is covered. Registration is conducted through the Italian RAEE Register and requires membership in a collective scheme. Amazon.it validates these numbers against the national database. In 2026, Italy has updated its CONAI contribution rates with significant increases for plastic and composite packaging materials, and the Ministero dell'Ambiente has introduced stricter digital reporting requirements through an upgraded RAEE portal that mandates quarterly data submissions for high-volume producers.

Authorised Representative Requirements in Italy

Non-EU producers placing electrical equipment, batteries, or packaged goods on the Italian market must appoint an authorised representative established within the EU. The authorised representative is legally responsible for ensuring the producer's compliance with Italian EPR regulations. Is the fee annual or monthly?

Each registration line is one payment a year, per country. There is no monthly billing. Each registration runs for 12 months from the date that country is registered and renews at the same price (Terms, section 5). Government, authority and scheme fees are passed through at cost, never marked up.

How long does EPR registration in Italy take?

Average time to register in Italy, from our price list: packaging 7–9 weeks; WEEE (electronics), batteries and the WEEE + battery bundle 9–13 weeks. The clock starts when we have your documents and signed power of attorney. These are averages, not guarantees.

Can I use my German WEEE number in Italy?

No. EPR registration is strictly national. Your German Stiftung EAR registration is not valid on Amazon.it. You need separate Italian RAEE registration and CONAI membership.

What is CONAI?

CONAI (Consorzio Nazionale Imballaggi) is Italy's national packaging consortium. All businesses placing packaged goods on the Italian market must join CONAI and pay the CAC material contribution.

Does Amazon Pay on Behalf cover Italy?

Amazon may collect estimated fees in Italy if you are non-compliant, but this does not give you your own registration numbers or satisfy the law. Registering, with Eldris or any other provider, is what gives you your own registration numbers.

What reporting is required?

Annual reporting of RAEE units and weight to your scheme, plus annual CONAI packaging declarations. Eldris prepares and submits all Italian reports for you.

Can I add Italy to my existing registration?

Yes. If you are already registered in another country with Eldris, adding Italy is simple. We reuse your company data, and Italy is charged as a one-off annual fee per EPR stream — there is no monthly billing. See the Italy pricing table above for the per-stream fees.

Where are the sellers on Amazon.it based?

The Sellers Index found 13,047 sellers with a recorded country on Amazon.it, last seen January 2026 to March 2026: 77.9% had a business address outside Italy, and 63% outside the EU.
