WEEE EPR in Bulgaria is mandatory under the Waste Management Act and the EEE Ordinance, which transpose the EU WEEE Directive. Producers placing electrical equipment, batteries or packaging on the Bulgarian market must enter the national registers held by the Executive Environment Agency (ExEA) and join a licensed recovery organisation. EPR registration in Bulgaria costs £250 for Packaging, £655 for WEEE and £790 for Battery with Eldris — a one-off annual fee, never monthly. Pan-EU Amazon sellers holding stock that reaches Bulgarian customers must register; without an ExEA register entry and a recovery-organisation contract, fulfilment to Bulgaria is non-compliant. Producers are entered into the relevant national register administered through the Executive Environment Agency and the National Waste Information System (NWIS). This register entry, combined with a contract with a licensed recovery organisation such as Ecopack, is what establishes producer identity in Bulgaria.

A Bulgarian register entry is country-specific and cannot be replaced by a German or other EU registration even inside a Pan-EU setup. Eldris secures the ExEA registration and the recovery-organisation membership together and delivers the evidence formatted for Amazon Seller Central.

Authorised Representative is mandatory: Bulgaria requires every foreign producer to appoint a locally established Authorised Representative before registration. For non-EU Amazon sellers this is a hard prerequisite — listings cannot be compliant without it. Eldris appoints a Bulgarian AR as part of onboarding.

Fees passed through at cost: unlike countries that bundle authority charges, Bulgarian WEEE and Battery lines exclude third-party and government fees, which Eldris passes through transparently at cost. This keeps the Eldris fee clean and the recovery contributions auditable.

Pan-EU exposure, not a standalone marketplace: Bulgaria has no dedicated Amazon domain, so the obligation is usually triggered by Pan-EU stock storage or cross-border fulfilment from Amazon.de. Many sellers overlook it until a compliance check flags the gap.

Bulgarian producer responsibility runs on an annual declaration cycle, with quantities of electronics, batteries and packaging placed on the market reported to the recovery organisation and reflected in the ExEA registers. Recovery contributions are calculated from the declared masses by material category.
