WEEE EPR in Romania is mandatory under Government Emergency Ordinance 5/2015 (the Romanian WEEE law) and the packaging regime under Law 249/2015, supervised by the Administraţia Fondului pentru Mediu (AFM). Producers placing electrical equipment, batteries or packaged goods on the Romanian market must enrol in the National EEE Register and join an authorised compliance scheme. EPR registration in Romania costs £440 for Packaging, £600 for WEEE and £600 for Battery with Eldris — a one-off annual fee, never monthly. The National EEE Register — Your Romanian EPR Identity

Producers are entered on the AFM-administered National EEE and battery registers and contract an authorised scheme such as Eco-Rom Ambalaje for packaging. This register entry is the evidence Amazon checks against — a distinct Romanian identity, equivalent in function to Germany's WEEE-Reg.-Nr. and not interchangeable with a German or Hungarian number.

What Makes Romania Different

The Environment Fund (AFM) sits behind compliance: Romania channels producer obligations through the Administraţia Fondului pentru Mediu, an environmental fund that operates the registers and collects eco-tax where targets are missed. Is the fee annual or monthly?

Each registration line is one payment a year, per country. There is no monthly billing. Each registration runs for 12 months from the date that country is registered and renews at the same price (Terms, section 5). Government, authority and scheme fees are passed through at cost, never marked up.

No. Romanian producer responsibility is a separate national registration in the AFM National EEE Register. A German WEEE-Reg.-Nr. or a Hungarian MOHU registration is not valid in Romania. Eldris reuses your existing business data to file the Romanian registration without a second onboarding form.

Do non-EU sellers need an Authorised Representative in Romania?

Yes, if they sell directly to consumers there. A seller established outside Romania appoints an authorised representative in Romania for packaging (Regulation (EU) 2025/40, Article 45(3)) and for batteries (Regulation (EU) 2023/1542, Article 56(3)); for electronics it registers there through an authorised representative where it is not registered itself (Directive 2012/19/EU, Article 16(1)). What is the AFM?
