WEEE EPR in Croatia is mandatory under the Sustainable Waste Management Act, which transposes the EU WEEE Directive and assigns collection and financing to the Environmental Protection and Energy Efficiency Fund (FZOEU). Producers placing electrical equipment, batteries or packaging on the Croatian market must register with the Fund and pay the prescribed environmental fees. EPR registration in Croatia costs £250 for Packaging, £870 for WEEE and £870 for Battery with Eldris — a one-off annual fee, never monthly, with the Authorised Representative included. Pan-EU Amazon sellers whose stock reaches Croatian customers must register; without an FZOEU registration the obligation is unmet and Croatian fulfilment is non-compliant. Eldris determines which streams your products trigger and files each with the Fund.

Croatia is one of the few EU countries where a single state fund — FZOEU — administers the producer register and collects the environmental fees for all three streams, rather than splitting them across private compliance schemes. Your Croatian producer identity is your registration with the Fund.

Because the Fund is a government body rather than a competitive scheme, there is no separate scheme contract to negotiate — but the registration is strictly Croatian and cannot be substituted with a German or other EU number even within a Pan-EU programme. Eldris files the FZOEU registration and includes the Authorised Representative appointment.

State-fund model, not competing schemes: where most EU markets use private producer responsibility organisations, Croatia channels WEEE, battery and packaging responsibility through the government FZOEU. There is one register and one fee structure set by the Fund, which simplifies the scheme landscape but makes the state registration non-optional.

Pan-EU only: Croatia has no standalone Amazon marketplace, so the obligation almost always arises from Pan-EU stock storage or cross-border fulfilment. It is one of the most frequently missed registrations in a Pan-EU footprint.

Croatian producer responsibility runs on an annual reporting cycle. Producers report the quantities of electronics, batteries and packaging placed on the Croatian market to FZOEU, and the Fund assesses the environmental fee due for the period. Reporting is typically reconciled in the first part of the year for the prior calendar year.
