What You Must Register in Estonia

WEEE EPR in Estonia is mandatory under the Waste Act and the Estonian regulations on problem products, which transpose the EU WEEE Directive. Producers placing electrical equipment or batteries on the Estonian market must register in the Problemtoodete register (problem products register), while packaging is recorded in the Pakendiregister. EPR registration in Estonia costs £305 for Packaging, £390 for WEEE and £390 for Battery with Eldris — a one-off annual fee, never monthly. Pan-EU Amazon sellers whose stock reaches Estonian customers must register; without a Problemtoodete or Pakendiregister entry, Estonian fulfilment is non-compliant. Estonia's State Registers as Your EPR Identity

Estonia splits producer registration across two state registers: the Problemtoodete register for electronics and batteries (Estonia classes both as 'problem products'), and the Pakendiregister for packaging. Membership of a producer responsibility organisation handles the physical collection obligations behind each register entry.

An Estonian register entry is country-specific and cannot be replaced by a Latvian, Lithuanian or German registration even within a Baltic Pan-EU footprint. Eldris secures both register entries where applicable and delivers the evidence formatted for Amazon Seller Central.

What Makes Estonia Different

Digital-first administration: Estonia's famously digital state runs the registers electronically, but the entries still demand a locally accountable producer and, for non-EU sellers, an Authorised Representative before registration can proceed.

Estonian Reporting Cycles and Deadlines

Estonian producer responsibility runs on quarterly and annual reporting. Producers report the quantities of problem products and packaging placed on the Estonian market to the registers and their producer responsibility organisation, with quarterly returns feeding the annual reconciliation. Recovery contributions are calculated from the declared masses.

Is the fee annual or monthly?

Each registration line is one payment a year, per country. There is no monthly billing. Each registration runs for 12 months from the date that country is registered and renews at the same price (Terms, section 5). Government, authority and scheme fees are passed through at cost, never marked up.

How long does EPR registration in Estonia take?

Can I use my German or Latvian EPR number in Estonia?

No. Estonian producer responsibility is a separate national registration in the Problemtoodete register and Pakendiregister. A German WEEE-Reg.-Nr. or a Latvian Elektroregistrs entry is not valid in Estonia. Eldris reuses your existing business data to file the Estonian registration without a second onboarding form.

What is the Problemtoodete register?

The Problemtoodete register is Estonia's state register for 'problem products' (probleemtooted), which include electrical and electronic equipment and batteries. Estonia records WEEE and battery producer obligations together here, while packaging is handled separately in the Pakendiregister. Eldris files in whichever registers your products require.

Do non-EU sellers need an Authorised Representative in Estonia?

Yes, if they sell directly to consumers there. A seller established outside Estonia appoints an authorised representative in Estonia for packaging (Regulation (EU) 2025/40, Article 45(3)) and for batteries (Regulation (EU) 2023/1542, Article 56(3)); for electronics it registers there through an authorised representative where it is not registered itself (Directive 2012/19/EU, Article 16(1)).
