WEEE EPR in Finland is mandatory under the Finnish Waste Act (646/2011), which transposes the EU WEEE Directive and assigns producer responsibility to whoever first places electrical equipment on the Finnish market. Producers enrol in the Tukes producer register for electronics and batteries, while packaging is reported through RINKI, the Finnish packaging producers' clearing house. Finland centralises producer registration in the Tukes producer register (tuottajarekisteri). A Finnish register entry is country-specific and cannot be replaced by a Swedish, Estonian or German registration even inside a Nordic Pan-EU footprint. Tukes as register-keeper: unusually, Finland places the producer register inside its safety and chemicals agency Tukes rather than an environment ministry, and Tukes also enforces non-registration. This means your Finnish entry is administered by a body that combines registration with market surveillance.

RINKI clearing-house model: Finnish packaging runs through RINKI, a shared clearing house that contracts producers into the four material producer organisations, so packaging compliance is a single RINKI agreement rather than separate per-material sign-ups.

Recser for batteries: portable batteries are handled by Recser Oy, the dedicated Finnish battery producer organisation, recorded against the Tukes register. Finnish WEEE sits at £610 and Battery at £615 one-off per year with Eldris.

Finnish producer responsibility runs on an annual declaration. Producers report the quantities and weight of electronics, batteries and packaging placed on the Finnish market for the previous calendar year to Tukes and their producer organisations, typically in the first quarter, and recycling contributions are calculated from those masses.
