What You Must Register in Finland

WEEE EPR in Finland is mandatory under the Finnish Waste Act (646/2011), which transposes the EU WEEE Directive and assigns producer responsibility to whoever first places electrical equipment on the Finnish market. Producers enrol in the Tukes producer register for electronics and batteries, while packaging is reported through RINKI, the Finnish packaging producers' clearing house. EPR registration in Finland costs £405 for Packaging, £460 for WEEE and £465 for Battery with Eldris — a one-off annual fee, never monthly. Pan-EU Amazon sellers whose inventory reaches Finnish customers carry the obligation directly; without a Tukes register entry and RINKI agreement, Finnish fulfilment is non-compliant. The Tukes Producer Register as Your Finnish EPR Identity

Finland centralises producer registration in the Tukes producer register (tuottajarekisteri). Tukes — the Finnish Safety and Chemicals Agency — supervises the register for electronics and batteries, while membership of a producer responsibility organisation handles the physical collection and recycling behind the entry.

A Finnish register entry is country-specific and cannot be replaced by a Swedish, Estonian or German registration even inside a Nordic Pan-EU footprint. Eldris secures the Tukes register entry, the RINKI packaging agreement and Recser Oy battery membership, then delivers the evidence formatted for Amazon Seller Central.

What Makes Finland Different

Tukes as register-keeper: unusually, Finland places the producer register inside its safety and chemicals agency Tukes rather than an environment ministry, and Tukes also enforces non-registration. This means your Finnish entry is administered by a body that combines registration with market surveillance.

RINKI clearing-house model: Finnish packaging runs through RINKI, a shared clearing house that contracts producers into the four material producer organisations, so packaging compliance is a single RINKI agreement rather than separate per-material sign-ups.

Recser for batteries: portable batteries are handled by Recser Oy, the dedicated Finnish battery producer organisation, recorded against the Tukes register. Finnish WEEE sits at £460 and Battery at £465 one-off per year with Eldris.

Finnish Reporting Cycles and Deadlines

Finnish producer responsibility runs on an annual declaration. Producers report the quantities and weight of electronics, batteries and packaging placed on the Finnish market for the previous calendar year to Tukes and their producer organisations, typically in the first quarter, and recycling contributions are calculated from those masses.

Is the fee annual or monthly?

Each registration line is one payment a year, per country. There is no monthly billing. Each registration runs for 12 months from the date that country is registered and renews at the same price (Terms, section 5). Government, authority and scheme fees are passed through at cost, never marked up.

What is the Tukes producer register?

The Tukes producer register (tuottajarekisteri) is Finland's national register for producers of electrical equipment and batteries, kept by the Finnish Safety and Chemicals Agency. Packaging is recorded separately through RINKI. Eldris files in whichever registers your products require.

Do non-EU sellers need an Authorised Representative in Finland?

Yes, if they sell directly to consumers there. A seller established outside Finland appoints an authorised representative in Finland for packaging (Regulation (EU) 2025/40, Article 45(3)) and for batteries (Regulation (EU) 2023/1542, Article 56(3)); for electronics it registers there through an authorised representative where it is not registered itself (Directive 2012/19/EU, Article 16(1)).
