What You Must Register in Lithuania

WEEE EPR in Lithuania is mandatory under the Lithuanian Law on Waste Management and the regulations on electrical equipment, which transpose the EU WEEE Directive. Producers placing electronics, batteries or packaging on the Lithuanian market must register in GPAIS (Vieninga gaminių, pakuočių ir atliekų apskaitos informacinė sistema) — the unified state product, packaging and waste accounting system — and join a licensed producer organisation. EPR registration in Lithuania costs £390 for Packaging, £685 for WEEE and £690 for Battery with Eldris — a one-off annual fee, never monthly. Pan-EU Amazon sellers whose stock reaches Lithuanian customers carry the obligation directly; without a GPAIS registration, Lithuanian fulfilment is non-compliant. A Lithuanian GPAIS registration is country-specific and cannot be replaced by a Latvian Elektroregistrs, Estonian Problemtoodete or German entry even inside a Baltic Pan-EU footprint. Is the fee annual or monthly?

Each registration line is one payment a year, per country. There is no monthly billing. Each registration runs for 12 months from the date that country is registered and renews at the same price (Terms, section 5). Government, authority and scheme fees are passed through at cost, never marked up.

How long does EPR registration in Lithuania take?

Can I use my Latvian or German EPR number in Lithuania?

No. Lithuanian producer responsibility is a separate national registration in the GPAIS state system. A Latvian Elektroregistrs entry or a German WEEE-Reg.-Nr. is not valid in Lithuania. Eldris reuses your existing business data to file the Lithuanian registration without a second onboarding form.

What is GPAIS?

GPAIS is Lithuania's unified state product, packaging and waste accounting IT system, run by the Environmental Protection Agency. Every producer of electronics, batteries or packaging must hold a GPAIS account and report through it. Eldris sets up the GPAIS account and the licensed-organisation membership for whichever streams apply.

Do non-EU sellers need an Authorised Representative in Lithuania?

Yes, if they sell directly to consumers there. A seller established outside Lithuania appoints an authorised representative in Lithuania for packaging (Regulation (EU) 2025/40, Article 45(3)) and for batteries (Regulation (EU) 2023/1542, Article 56(3)); for electronics it registers there through an authorised representative where it is not registered itself (Directive 2012/19/EU, Article 16(1)).
