EPR registration in Norway is mandatory under the Norwegian Waste Regulations (avfallsforskriften), which mirror the EU WEEE, Battery and Packaging frameworks under the EEA Agreement and are supervised by the Norwegian Environment Agency (Miljødirektoratet). Norway is unusual: packaging can be registered on its own at £355 a year, but electronics (WEEE) and batteries are available only inside the all-in bundle, which covers all three streams at £900 a year. There is no monthly billing. Because Norway is in the EEA but outside the EU, sellers still need full producer responsibility and, for non-EEA sellers, an Authorised Representative. Eldris files the registration with Grønt Punkt Norge and, for the bundle, Batteriretur and the WEEE system, under the Miljødirektoratet framework.

A seller of packaged goods only registers packaging with Grønt Punkt Norge. A seller of electronics or batteries registers all three streams together through the all-in bundle. Either way it is a distinct Norwegian registration and cannot be substituted with an EU member-state number.

EEA, not EU: Norway is outside the EU but bound by EEA rules, so EU-style producer responsibility applies in full. A registration in an EU country does not extend to Norway; Norway needs its own registration and, for non-EEA sellers, a Norwegian Authorised Representative.

Minimum annual fee included in the bundle: the all-in bundle includes the NOK 5,000 minimum annual fee. Contributions above that minimum, per kg placed on the market, are passed on at cost.

Norwegian producer responsibility runs on an annual declaration cycle. Producers report the quantities and weight of electronics, batteries and packaging placed on the Norwegian market to Grønt Punkt Norge, Batteriretur and the WEEE system, typically reconciled in the first part of the year, and recovery contributions are calculated from those declared masses.
