What You Must Register in Portugal

WEEE EPR in Portugal is mandatory under Decreto-Lei 152-D/2017 (the unified producer responsibility regime), supervised by the Agência Portuguesa do Ambiente (APA). Producers placing electrical equipment, batteries or packaged goods on the Portuguese market must register through APA's SILiAmb platform and join an authorised management entity. EPR registration in Portugal costs £600 for Packaging, £695 for WEEE and £695 for Battery with Eldris — a one-off annual fee, never monthly. Portugal is reached largely through Amazon.es and Pan-EU, so sellers shipping into Portugal carry the obligation directly even without a Portuguese-established entity. SILiAmb Registration — Your Portuguese EPR Identity

Producers register on APA's SILiAmb (Sistema Integrado de Licenciamento do Ambiente) platform and contract an authorised management entity such as Sociedade Ponto Verde for packaging. This SILiAmb registration is the document Amazon checks against — a distinct Portuguese identity, equivalent in function to Germany's WEEE-Reg.-Nr. and not interchangeable with a German or Spanish number.

Because Portugal couples the SILiAmb entry with mandatory scheme membership, Eldris enrols you with Sociedade Ponto Verde and the relevant WEEE and battery entities, then delivers your registration confirmation formatted for Amazon Seller Central upload.

What Makes Portugal Different

SILiAmb as the single front door: Portugal centralises producer registration through APA's SILiAmb environmental licensing platform, so packaging, WEEE and battery obligations are filed through one state system. Eldris navigates SILiAmb and the management-entity contracts in a single onboarding.

Iberian gateway via Amazon.es: most Portuguese demand reaches sellers through Amazon.es and Pan-EU rather than a standalone Portuguese marketplace, but a Spanish registration does not satisfy Portugal — APA requires its own SILiAmb entry. WEEE sits at £695 and Packaging at £600 one-off per year with Eldris.

Authorised Representative for non-EU sellers: Portugal requires a locally accountable producer, and non-EU sellers must appoint a Portuguese Authorised Representative before SILiAmb registration can complete. Eldris includes the AR appointment in the WEEE and battery lines.

Portuguese producer responsibility runs on an annual declaration cycle through SILiAmb. Producers report the quantities and weight of electronics, batteries and packaging placed on the Portuguese market to APA and their management entity, typically reconciled in the first part of the year, and eco-contributions are calculated from those declared masses.

Is the fee annual or monthly?

Each registration line is one payment a year, per country. There is no monthly billing. Each registration runs for 12 months from the date that country is registered and renews at the same price (Terms, section 5). Government, authority and scheme fees are passed through at cost, never marked up.

How long does EPR registration in Portugal take?

Average time to register in Portugal, from our price list: packaging 7–15 weeks; WEEE (electronics) and batteries 9–15 weeks. The clock starts when we have your documents and signed power of attorney. These are averages, not guarantees.

How much does EPR registration in Portugal cost?

Can I use my Spanish or German EPR number in Portugal?

No. Portuguese producer responsibility is a separate national registration on APA's SILiAmb platform. A Spanish Ecoembes registration or a German WEEE-Reg.-Nr. is not valid in Portugal. Eldris reuses your existing business data to file the Portuguese registration without a second onboarding form.

Do non-EU sellers need an Authorised Representative in Portugal?

Yes, if they sell directly to consumers there. A seller established outside Portugal appoints an authorised representative in Portugal for packaging (Regulation (EU) 2025/40, Article 45(3)) and for batteries (Regulation (EU) 2023/1542, Article 56(3)); for electronics it registers there through an authorised representative where it is not registered itself (Directive 2012/19/EU, Article 16(1)). Eldris arranges the representative. For packaging its fee is passed through at cost, as the price list shows; for the other streams it is included where the law requires one. What is SILiAmb?

SILiAmb (Sistema Integrado de Licenciamento do Ambiente) is APA's integrated environmental licensing platform, through which producers register and report their WEEE, battery and packaging obligations in Portugal. Eldris handles the SILiAmb registration and the management-entity contracts on your behalf.

Do I reach Portugal through Amazon.es?

Largely, yes. Portuguese demand reaches most sellers through Amazon.es and Pan-EU rather than a dedicated Portuguese marketplace. A Spanish registration does not cover Portugal — APA requires its own SILiAmb entry, which Eldris files as part of your Iberian footprint.
